why a variant phrase can outrank the term it derives from

Ranking is a popularity contest with a thin electorate. If a base term is contested by many large sites and the variant is used by only a handful of pages, those pages face almost no competition for the exact string: a phrase with five matches and no rivals places all five on the first screen, while the correct term with a very large number of matches places none of them where a reader actually looks.
